Why don't we have to instantiate the SetBackgroundColor method in our code to use it?

what is the difference because when we used Random class and OnClickListener we had to create our versions of it within the class in order to use it?

Why can't you just use OnClickListener like we used SetBackgroudColor dirrectly.
