Intro to Design: Activity Data Collection Persona Motive

I'm confused why a creative homemaker on a tight budget would be spending $400 for a weekend pass to a gem show. That's a very hefty price tag to just window shop. The persona doesn't seem to include any information that would shed light on motivation. Is Stable Sarah of the careful budget someone who creates jewelry? Shops for a storefront? Has a gemology degree and wants to network? The motivation for attending seems like a really key component to speculating on what she says, thinks and feels. How did everyone else get around this missing information in a plausible way?
