Is it necessary for a web designer to know JavaScript?

For getting into the web designer field for a company or just freelancing, is this necessary to learn?

Yes, to an extent. You should have a fairly solid understanding of it. JS is a huge langague though. I think that by learning a little bit of JS you can end up doing a lot. Since most of the JS that a web designer does is DOM manipulation, look at librarys like jQuery or MooTools to help you in this process.
