Is it possible to implement a feature in my app that allows the app to run on the lock screen?

This feature would be similar to how Apple Maps GPS runs in the lock screen even after the phone is locked. Is this feature exclusive to Apple or can anyone implement something like this? Also could something similar be added to an Android or Windows app? Thanks
