Is it possible to use an IF statement here?

For example IF the mouse is over the list item, then capitalize ELSE leave it alone or change to lower case?

you can use css

      li:hover{
        text-transform: uppercase;
      }

I agree with Tristan.

CSS would be better. Back in the late 90s-early 2000s, you needed JavaScript to do mouseovers on links. These days, CSS is the best answer.
