Is progressive enhancement a dead concept?

Recently I have read a book about web design and concept of progressive enhancement was discussed. I decided to delve deeper into the topic. I came across an article that puts forth the notion that progressive enhancement is no longer relevant. I was just wonder what some of the more experienced designers and developers thoughts where on the topic

No I don't think that it is, I belive that it is more relevant than ever maybe not as in enhancing your design for more capable browsers but as the essence of mobile first design where you start with a relitively simple design for small screen sizes low band width devices and create a more complex design for larger screens and retina displays.
