is there any video that explain how to create dynamic web with php and mysql ?? like website forum that user can post or edit or delete content in the website and limit the access based on their role such as admin, moderator, staff, student, etc.

You have more or less two options:

One is take the lessons on the basics of php and mysql. You'd want to take a majority of the php courses, and than with your new knowledge, put together your website.

The other would be to use a framework like Laravel, and the Laravel courses here to build the site. A good understanding of the basics in php will still help you even if using a framework.
