Is there anyway to create Parallax effect in IOS?

if not parallax effect, anything similar that would give the user an impression of moving.

Are you making a game using sprite kit? or is this just a regular iOS app? if you are making a game using sprite kit, here is a tutorial that has a section on adding a parallax background
