Is there such an API or any interface which is capable of processing all comments of a certain video on YouTube ?

I have a great business idea which would be a service for YouTubers. It involves a technology which is capable of processing all comments of a certain YouTube video, or even all comments of all videos of a certain channel.

The official Youtube API does let developer to interact with comments to some degree. https://developers.google.com/youtube/2.0/developers_guide_protocol_comments, is this what you are looking for?
