Is this a sound design?

I (mostly) finished my landing page at label.watch, and I use :hover to make the background image of a transparent png an animated gif. Is this a sound practice? And, (i'm sorry this probably isn't the place for this but here goes) what do you think of the design?

There's not link yet, but my first thought was that mobile users won't be able to activate a hover class, so they won't be able to access this feature. Does the design still make sense if a user never sees it?
