I would have to give a resounding "Yes" to this question. I think I might actually just buy it myself.

It says "The resources may not be uploaded to any other websites and may not be passed on to any third party"

That might mean that if you create a website using their images and then want to resell it, you can't because you would be passing on the resources to a third party.

Don't want to get into a legality discussion, just a heads up to make sure the terms of service are acceptable to you before purchasing.
