I've posted this repeatedly.

I've added the end tags. it won't get past the textarea without those and it will not accept the button tag at all? I don't understand this>

    <meta charset="utf-8">
    <title>HTML Forms</title>

You are missing some doohickeys and thingamajigs :

<!DOCTYPE html>
<html>
  <head>
    <meta charset="utf-8">
    <title>HTML Forms</title>
  </head>
  <body>
    <form action="index.html" method="post">
      <input type="text" id="name" name="user_name">
      <textarea id="comment" name="user_comment"> </textarea>
      <button type="submit"> Submit Comment</button>

  </body>
</html>
