What should I do here?

GoKart.java

  public static final int MAX_BARS = 8;
  private String mColor;
  private int mBarsCount;
  public boolean isBatteryEmpty() {
   return mBarsCount == 0;
  }
  public boolean isFullyCharged() {
   return MAX_BARS = 8;
  }
  public GoKart(String color) {
    mColor = color;
    mBarsCount = 0;
  }

  public String getColor() {
    return mColor;
  }

  public void charge() {
    mBarsCount = MAX_BARS;
  }
}

You may need to do this instead

  public boolean isBatteryEmpty()
  {
    if (mBarsCount == 0)
    {
      return true;
    }
    else
    {
      return false;
    }
  }

That way you're explicitly telling the program to return true if it's 0. I don't believe mBarsCount == 0 will return a boolean.
