javac command won't work in the console

I'm following the directions for getting an Android development setup, and am having problems getting javac to work in the console.

It says: 'javac' is not recognized as an internal or external command, blah blah blah.

I followed the directions to a T, have set it up for the bin directory where the javac executable actually is, have restarted my computer, and have tried setting the environment variable with setx through the console in addition to the instructions of setting it through the GUI.

Java works if I type that in the console, just not javac.

I am plum out of ideas. Any suggestions?
