Hi I am fairly new to all this but want to make a website portfolio for getting a job. I have some knowledge of html css and Bootstrap etc.
I want to utilise this and when more able add some JavaScript to the page. I am not sure how to get this off the ground

Which courses have you taken so far?
I would recommend going with the Front end Design Techdegree. This will help you with building up a portfolio while you're following along with the workshops and courses it offers.
If money is an issue with that then there's also the Front End Design track that comes with your regular Treehouse membership. While that doesn't specifically build up Portfolio pieces you will be able to come up with your own work as you're following on while building up the skills you need to get you going with HTML/CSS and JavaScript.
