You not saving result of uppercase method. You should do it like this way:

var id = "23188xtr";
var lastName = "Smith";

id = id.toUpperCase();
lastName = lastName.toUpperCase();
var userName = id + "#" + lastName;

or you can make it this way:

var id = "23188xtr";
var lastName = "Smith";

var userName = id.toUpperCase() + "#" + lastName.toUpperCase();

In this case you save the result into the userName.

Thank you Daniel!! nice name :)
