js appears to be working, but css doesn't appear as shown in the video.

This is my functions.php.

Your normalize css needs to be called before your foundation css.

I know this is not related to your original question. But i've noticed that you're using 'wpt_enqueue_scripts' instead of 'wp_enqueue_scripts'. I'm surprised that your JS appears to be working.
