JSON file help

I need some help with using JSON data in Swift. When using the weather API, my code works fine:

let downloadTask: NSURLSessionDownloadTask = sharedSession.downloadTaskWithURL(forecastURL, completionHandler: { (location: NSURL!, response: NSURLResponse!, error: NSError!) -> Void in
            let dataObject = NSData(contentsOfURL: location)
            let weatherDictionary = NSJSONSerialization.JSONObjectWithData(dataObject, options: nil, error: nil) as NSDictionary
            println(weatherDictionary)
        })

However, when my code uses a list JSON file, like one at: http://data.melbourne.vic.gov.au/resource/kgfy-ymmq.json My code won't work, and "location" will return as nil. I'm not sure why. Please help.
