keeping first argumnet null and entering second argument

so when i call a function how can i keep first argument null and enter value for second argument. for example here in video we keep $title null and enter only $name i.e- get_info("mike").... what if i want to enter only second argument .. i.e.- enter only $title part and not name

Is the first argument always null? If so, you can manipulate this int he fuction. If the argument is sometimes null, I would still store it in a variable & check for null within function.
