Keeps asking am I sure I throw an exception, what's wrong with this code?

Question

Inside my public void drive method I attempted to throw an exception but nothing I type passes and when I attempt to preview I'm not getting any error message.

Also as a side note, possibly I didn't understand this, but variables created inside of methods do not need to be declared public/private ?

    mBarsCount = 0;

    return mColor;
  }



  public void drive(int laps) {

   int lapAfter=MAX_BARS - laps;
   if (lapAfter < 0){
     throw new IllegalArgumentException("Not enough battery remains");
   }
    mBarsCount -= laps;
  }

  public void charge() {
    while (!isFullyCharged()) {
      mBarsCount++;
    }
  }

  public boolean isBatteryEmpty() {
    return mBarsCount == 0;
  }

  public boolean isFullyCharged() {
    return mBarsCount == MAX_BARS;
  }

When you check if there is enough battery charge left to drive that many laps, you should probably check it against the current battery level, not the maximum level.
