Why do you want to create it in C#? Do you want to create an livestream only in your House? Please give me some additional information.

Basically, I want to have a livestream radio service. I want to be able to have a recorder on my computer(the back-end) and a livestream player on my front-end which gives my users the ability to listen to the programs I'm recording, LIVE.
