'Local Modifications' not working in Chrome DevTools

Inside the DevTools, under the 'Source' tab, I can make modifications to the CSS to get instant results. However, when I right click and click on the 'Local Modifications', it just pops up a blank 'History' tab in the Drawer area (next to the Console, Search, Emulation, and Rendering tabs. Does anyone know how to fix this so that I can access the 'Local Modifications' properly?
