localhost

Wthout the websharing in system preferences, how do I get my localhost up to test my websites...

Install apache. That's what I did.

There are different ways to do it depending on your os.

To access your localhost you have install a server environment. Local WordPress Development project teaches you how to install MAMP or XAMMP depending on your OS.

localhost is just the name of your loopback address... you need somekind of software to serve out http services.
