Do I have to the do the whole process of phpMyAdmin and installing the WordPress setup wizard every time I make a new website locally?

I had the same question when I went through the setup process! I reached out to Alena on Twitter, here's her response: "If you want a separate WordPress site, you will need a separate WordPress install and database. You could also look at multisite if that matches up with what you're trying to do" (https://t.co/mK99cN0kKl)
