Making a Hash with an Empty Array

I felt like I had this one right, but my hash with a key => value and a key => value of an empty array doesnt seem to work. Can anyone help me out?

def create_shopping_list
  return hash {'title' => "Grocery List", 'items' => Array.new }
end

take out that word "hash" after you say return.

Thanks, I guess I was wanting to call it something, but clearly incorrectly!
