Making Title Bar with Navigation?

Hi all, I am trying to write the CSS for my title bar, which envision having my site title at the top and then the navigation at the bottom of the bar. My code is in HTML:

<div id="title-bar"> <h1>Title</h1> <ul class="nav"> <li><a href=index.html>Home</a></li> <li><a href=about.html>About</a></li> <li><a href=#>Contact</a></li> </div>

However, in CSS, I write for the title bar id (#title-bar), and the new background color doesn't show up in the navigation! Help? Thanks, Laura
