Does anyone know other websites, courses, or books where I can learn how to create dynamic templates with user content (videos,images, text,files), creating forums and chats, and querying data bases for information? Is Ruby on rails a good way to continue with this web app?

"Creating forums" is a big ticket item. If you want something that has all the features you want, it's probably easiest to go with an out-of-the-box forum like bbpress. If you really want to build it yourself, Rails is a good way to go, but it'll be a big project.

I heard www.codeschool.com has some advance tutorials.
