moving to java script

Is it important to MASTER html and css before moving to java script. Or do I just need to know the basics before I can learn JS.

basics is enough for that

not at all! as long as you feel comfortable with HTML/CSS so you don't overload yourself. That and knowing where your resources are, like the MDN CSS/HTML documentation, this forum, don't sweat memorizing everything when you can look it up.
