multiple menus display theme options

if we were using the genesis framework we wouldn't have to worry about the theme menu restrictions and we could create /custom as many menus as we liked?

You can create as many Menus as you like and there are absolutely no restrictions. You can however only display certain menus in locations that your theme supports. (you can also create Menus and display them in widget areas by adding "Custom Menu" widget.)
