Let's say you want to have and use Rails 4.0.1 from now on. Run
gem install rails -v 4.0.1 in your console, wait for it to install and the next time you create a new Rails app, run
rails _4.0.1_ new odot (notice the underscores, they are needed).
You could also try changing the version in the Gemfile and then running bundle update, but I can't guarantee this would work.

I can confirm that running
gem install rails -v 4.0.1 and then
rails _4.0.1_ new odot works.
