My react app won't update its components when the context changes

I've stripped down this react app I'm working on to illustrate the problem. It's based on the Context API workshop. The problem is when the states questionNumber changes the QuestionDeserializer component does not get rerendered and does not receive the updated questionNumber state. Why?
