nav bar at an angle

is it possible to put a nav bar at an angle across a page?

Do you mean more like an arc? That can't be done CSS (at least not very easily) but there's a jQuery plugin for that.

transform rotate is a better option than transform skew because it only "tilts" the bar itself it doesn't skew it on both the X & Y axis.

Yes it is using the magic of CSS3's transform(rotate) property.
