Seems like you want to know if you do require a mobile phone to build an app.

Technically speaking, no. You can very well build and test an app using the android emulators or using a 3rd party emulator like Geny Motion.

But having an android phone always help. Checking your app on the device itself gives you more idea as to how you could refine your app.
