Need a peer to discuss issues with

Does anyone in the eastern time zone of the U.S. want to exchange contact info (email) to work through issues of web development?

I have basic knowledge of HTML, CSS, JS, and PHP although my biggest struggle right now is CSS layouts (using floats, positioning, etc.)
