Negative margins in css: Good or bad practice?

In the "numeric and textual data types" stage, there was a mention on margins been able to accept negative values. However, I've read on various websites and blogs that this may be considered bad practice. Is this a fact or simply a programming urban legend?

Negative margins are not a hack

This is especially true. It’s because of not understanding negative margins properly that it got its hackish image. It only becomes a hack if you use it to fix an error you made elsewhere.
