C# C# Collections Sets and Dictionaries Using Dictionaries

no errors, but won't accept code

The code has no errors, but when I check work I get the message Does LexicalAnalysis.WordsWithCountGreaterThan return Dictionary`2?

Can someone explain why? I'm pretty sure the code should return the dictionary so I don't see what the problem is.
