Not sure how this SQL query is incorrect re: OFFSET

From the error I'm receiving it seems like there's a problem with the OFFSET but wouldn't the third page of 20 show items 41+? Like first page is 1-20, second page 21-40, third page 41-60? So the OFFSET would be 40?
