C# C# Collections Sets and Dictionaries Using Dictionaries

not sure where do i start?

I am new to dictionaries and to me the question is not very clear. where do i start?

LexicalAnalysis.cs 
using System.Collections.Generic;

namespace Treehouse.CodeChallenges
{

You might try pseudo-coding the steps that need to happen. Once you feel the pseudo-code covers the necessary process, replace those lines with actual code. At that point you may need to consult a reference (perhaps MSDN) for the specific syntax of the dictionary manipulations.
