not sure why my answer is incorrect

The question calls for an empty array, then nest a second array with 2 numbers inside, then add two more arrays with 2 numbers:

var coordinates = [
  [2, 3],
  [2, 3],
  [4, 5]
];

With your code, you've got an empty string in the nested array which is resulting in the checker throwing an error.
