Nothing is in the file, no HTML index, CSS, or anything. Just the empty jQuery folder...

The folder in the workspace is empty

Try restarting the workspace. Go to the Workspaces page, find the one you're working with (usually on top) and delete it. Then go back into the course and "launch workspace" again and see if it comes up with the expected contents.
