What is considered the optimal number of plugins before a site's page loads begin to slow down?

Depends on the plugins, really. The only think you can do is monitor your sites load times each time you add a new one in. Some will have basically no hit on performance, and another one my have a noticeable hit. Take it at a case by case basis.
