Opening Sublime Text 2 with Ruby rails in CMD

I tried to open sublime text 2 with CMD by typing subl -n . however it did not work and I tried to create a new path in my system settings and that did not work either. Any help would be greatly appreciated. thank you!

subl command is for OS X, on Windows you setup the same thing using these instructions http://stackoverflow.com/a/9440776/1756132
