Order of Elements in Head

Does the order of the elements within the embedded in the head particularly matter?

For some things, yes, like scripts (javascript files) and stylesheets (css). You need to load jquery before your custom scripts file so that you can utilize jquery. You load your normalize.css file first, then your framework if you have one, then your custom stylesheet so that your custom styles are loaded last and override all preceding styling.
