Is OS (c:) the same thing as the c drive where xampplite is supposed to be installed? I have a PC on Windows 10.

The C:\ drive is the root path on a windows OS for simplicity purposes. So if you are required to install to the C: drive then yes, you are correct in this case. Hope this helps.
