you need to wrap your php code block inside the h1 tag.
<!DOCTYPE html> <html> <body> <h1><?php ?></h1> </body> </html>
then it ask you to display (print to the screen) the title of you site. So you have to print a string (some text between double or single quotes) with the construct "echo".
So you final code will look like this:
<!DOCTYPE html> <html> <body> <h1><?php echo "Personal Media Library"; ?></h1> //in this line you use the echo construct, your string (inside quotes) and a semi-colon to close the statement </body> </html>
