PHP Development, Challenge task 1 of 3. I have used hours with this. I am always getting: Bummer! Try again

What am I doing wrong? Here is what I have now:

<?php

$recommendations = array();

?><html>
<body>

    <h1>Flavor Recommendations</h1>
    <?php if(!empty($recommendations){?>
    <ul>
        <?php foreach($recommendations as $flavor) { ?>
            <li><?php echo $flavor; ?></li>
        <?php } ?>
    </ul>
  <php }?>

</body>
</html>
