PHP MVC frameworks - Dashboard

Does anyone know - do PHP MVC frameworks like Laravel, CodeIgniter have a way to easily make a Dashborad for a site owner - a backend site where the site owner can add files, images, change the order in the menu list (all those things that are so easy for the site owner in the WordPress Dashborad, for example)?

Maybe you can use a Cookbook. Some frameworks for example symfony have ready to go projects.
