PHP, Ruby, and Python... Which to use and when for web development?

What are the different use case scenarios where PHP, Ruby, and Python are best utilized in web development and programming in general?

Or, to phrase it another way, what kinds of applications are each better geared toward, or is it mostly a matter of preference?

I'm trying to decide which server-side track to pursue. I'd ideally like to work with all three languages, just want to get the best bang for the buck with my time.
