phpmyadmin access forbidden

Using xampp, I am trying to get a webserver set up on my localhost. When I press admin next to xampp, it takes me to a page that says the access is forbidden due to that is only available from the local network. same when I type in localhost/phpmyadmin. I tried opening up the http-xampp-conf file, but it just wont start. Any ideas?
