Picture will not appear on web page

I have tried everything to get my picture on the web page to no avail. At first it was not uploading, so I resized and now get a preview, but when I refresh the web page I still just get my name and no picture.

Thank you so much for offering to help. After walking away for a bit, I revisited the situation and realized my code and my file name did not match exactly. I made the changes and the picture uploaded to my page. This is still intimidating me a little. Thanks again for your timely response.
